Continuando con el desarrollo de su proyecto «Advancing a Regional Approach to the Green Hydrogen Economy in Latin America and the Caribbean» para Jamaica. El Programa de Naciones Unidas para el Medio Ambiente (UNEP) busca un consultor que diseñe y facilite la labor del grupo de trabajo nacional sobre hidrógeno verde, quien apoyará la realización de las sesiones de creación de capacidades relacionadas con el Global Climate Fund, colaborando con los homólogos públicos, otros organismos públicos y el sector privado cuando sea necesario, desarrollará informes nacionales de evaluación de referencia, incluyendo situaciones de referencia de sectores que puedan beneficiarse del hidrógeno verde al tiempo que identifica barreras y oportunidades para Jamaica y desarrolla la estrategia nacional de hidrógeno.
La convocatoria está abierta hasta el 6 de junio de 2023 y el trabajo tendría una duración estimada de 18 meses.

Responsibilities and activities
Project management participation
The consultant will collaborate with the administrative and planning tasks related to the projects, internal to UNEP, such as contracting, bidding, preparation of workshops, preparation of strategic partnerships, travel and publications.
Technical assistance
Develop the technical analysis, prepare, design and implement workshops and meetings, and overall liaise with the different ministries in the country to support the deployment of the project in Jamaica as seen below:
– Establishment or strengthening of the national inter-institutional working groups on the hydrogen economy in Jamaica, liaising with the relevant national actors (which may include executing entities, civil society organizations and the private sector).
– Collaborate with the decision-making in the country by developing technical studies, including i) a national hydrogen baseline to support the decision-making, including the assessment of the potential of hydrogen production, use, transformation, transport, import, and commercialisation; ii) the regulation, policies and standard analysis, and iii) barrier analysis.
– Advise the national hydrogen planning by the development of the national hydrogen economy strategic document, including: i) short-, mid-and long-term strategic goals and recommendations, ii) linkages to the NDC, iii) gender approach and iv) an action plan with recommendations on how to implement the proposed Strategy.
Capacity building and knowledge creation
– Contribute to the implementation of the H2LAC platform capacity building and knowledge platform through research on electric mobility, organization and delivery of online and face-to-face training activities.
– Promote the engagement, communication and capacity-building activities in the country
– Collect relevant information on hydrogen and sustainable energy innovations, financing and policy and transform it into recommendations for countries, cities and decision-makers in Jamaica.
Perform other relevant duties as required.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy, and the Programme of Work approved by the United Nations Environment Assembly (UNEA).
The green hydrogen generation technical potential in Latin America and the Caribbean is significant, estimated at 1,114 EJ (exajoule) of green hydrogen produced at a cost under USD 1.5/kg by 205015. Therefore, green hydrogen can be produced using the clean and renewable energy sources available in the region.
Beyond the potential for its production, using hydrogen as an energy source can also result in a myriad of benefits for the region. The transport sector is the highest consumer of fossil fuels and the leading source of fossil-fuel-related GHG emissions (15% of all regional GHG emissions in 2018). Diesel and gasoline are the main fuels used in transport, accounting for 83% of the total energy use. Hydrogen can be used for all transportation electrification, fuel cell electric cars, trucks, buses, forklifts, ferries and ships, and aircraft. Globally, some 8,000 fuel-cell electric vehicles (FCEVs) were sold in 2020.
The project, «Advancing a Regional Approach to the Green Hydrogen Economy in Latin America and the Caribbean» aims to create the right conditions to promote the hydrogen economy through the exchange of experiences at a regional level, ending with the preparation of i) national strategic planning and ii) funding proposals that could be submitted to the Green Climate Fund (GCF) and other international financial sources. This project is being implemented in 7 countries in parallel.
In this sense, it is required to hire a hydrogen consultant in Jamaica to develop the results, explained below.
The consultant will work 40 hours per week at the at UNEP subregional office, from Monday to Friday, full time, located in Kingston, Jamaica, visiting the Climate Change Division of the Ministry of Economic Growth and Job Creation. The consultant will be supervised by the UNEP Program Official Regional Coordinator for Energy Efficiency for Latin America and the Caribbean
Qualifications/special skills
ACADEMIC:
– A Bachelor’s or equivalent in engineering, public policy, economics, energy, transport, urban planning, or a closely related field is required.
– A Master’s degree in a relevant field in engineering, energy, transport, public policy or in another relevant field is desired.
PROFESSIONAL:
– A minimum of five (5) years of relevant work experience supporting energy, transport and/or infrastructure projects or policies in Jamaica is required.
– Experience in working and collaborating as an international consultant in relevant field is an asset
– Experience on public sector in the country is an asset
– Experience or knowledge on hydrogen is an asset
LANGUAGE:
– Fluency in Spanish is desirable.
– Fluency in English is required.
