Colombia starts the construction of the CONPES to consolidate the National Policy on Low Emissions H2

In line with the progress of its energy transition, Colombia began the construction of a new The Ministry of Mines and Energy, together with the National Planning Department, led a workshop to develop its National Low Emissions Hydrogen Policy. This space brought together representatives of the private sector, academia, civil society and international cooperation with the aim of addressing the key elements that will allow establishing the policy through the National Council for Economic and Social Policy (CONPES), the body responsible for advising the National Government on the economic and social development of the country.
During the workshop, technical documents were presented, as well as the preparation and follow-up schedule and the processes associated with the approval of the CONPES document. Subsequently, working groups were held with the participants to identify challenges and formulate action plans in five strategic areas:
- Supply of low-emission hydrogen and its derivatives. Strategies and actions to promote deployment.
- Demand in strategic sectors including fertilizers, industry, transportation and other new uses.
- Socio-environmental approach for a development that contributes to the closing of gaps and the participation of the territories.
- Regulation, establishing a coherent legal framework that balances the legal security of projects and the requirements of national regulations.
- Governance for articulation between the national and departmental governments and the territories.
The H2-diplo Decarbonization Diplomacy program financed by the Federal Foreign Office with funds from the International Climate Initiative (IKI) implemented by the German Development Cooperation (GIZ), supports the construction of the National Low Emission Hydrogen Policy for the decarbonization and diversification of the economy, working hand in hand with partners to contribute to a just energy transition, food sovereignty and green reindustrialization. The national policy document is expected to be approved later this year.
